Andreia Inamorato dos Santos is a researcher at the Institute for Prospective Technological Studies (IPTS) of the European Commission. Her research topics are open education strategies in European universities, the recognition and validation of non-formal learning and the development of open education policies in European Member States. Within the scope of the OpenEdu Project of the IPTS-DG EAC (Directorate General for Education and Culture of the European Commission), she has co-developed a framework to support European universities for the strategic implementation of open education. She has a doctorate in Educational Technologies from the Open University in the United Kingdom, where she has also been a researcher in the OpenLearn project, a pioneer in open educational resources (OER) in Europe (2006-2009), as well as in the OLnet project (2010-2011). ). She was the founder and consultant of DigiLearn in Brazil (2011-2013) where she has advised Brazilian universities, companies and governments in the field of open education. In this period she published a national report on OER in Brazil for UNESCO (2011). She is the honorary national coordinator of open education at the Brazilian Association of Distance Education (ABED).
